Chemical Substance Information Platform

The chemical cloud is an inter-ministerial platform that congregates chemical substance management information. Its purpose is to strengthen chemical substance management information related exchanges and promote competent authorities’ management of chemical substances according to ministerial function. Through this project, the master plan for the overall planning and construction of chemical substances has been completed, including the inventory of the information column of the chemical cloud information service platform provided by the respective ministries, the construction of the chemical cloud inter-ministerial information service platform. For the cross-departmental food safety inspection service part, the production of a suspicious manufacturer list has been established, chemical substance databases of high international interest have been collected, and chemical substance knowledge map has been constructed. Information concerning hazardous chemicals has also been released through the Environmental Protection Administration CDX. With regard to the chemical cloud information service platform data column inventory provided by the ministries, 35 departments have been interviewed and inventory performed. Among them, 26 ministerial apartments responded with “executable information transfer and preservation”, a total of 36 systems. Through the project, 36 systems with one regulatory announcement of chemical substance list transfer have been completed through the three-stage transfer schedule. Concerning data column dispatch and chemical substance name integration, in order to integrate data from different departments and ensure data identity consistency, the inventory column will undergo classification and dispatch, such as chemical substance dispatch, manufacturer information dispatch, operation quantity dispatch, flow dispatch, and other information. Additionally, based on the diversity of respective types of chemical sustenance management information system dispatch, classification into four levels of intensities was carried out, namely, Level-1 management intensity (possession of chemical substances, manufacturer’s information, operation quantity, upstream and downstream flow dispatch); Level-2 management intensity (possession of chemical substances, manufacturer’s information, operation quantity, one-way flow source dispatch) or (possession of chemical substances, manufacturer’s information, operation quantity); Level-3 management intensity (possession of chemical substances, manufacturer’s information); Level-4 management intensity (only the chemical substance list or single-item information). Moreover, the chemical substance names in the respective transfer systems were integrated, with Case No as the critical value, and a chemical substance name index was produced to achieve the purpose of chemical substance name integration and bring out het expected results of the chemical cloud platform. As for the chemical cloud inter-ministerial information service platform, the information provided by the ministries was targeted for system dispatch processing. After analyzing data contents, data was compiled, processed, and stored in the temporary database, and the database and data warehouse are normalized. In order to establish the complete chemical substance trace and cross-match modes, intelligent analysts is used to monitor chemical substance flow and strengthen chemical substance management. The platform had built-in functions of basic information search, diverse suspicious manufacturer screening, cross-domain match and analysis, geographic information search, and so on. In addition, depending on the requirements of the ministries, three situational models are customized, specifically, “suspicious manufacture screening for food industry”, “suspicious manufacturer screening for selected substances”, and “suspicious manufacturer screening for chemical engineering raw materials”. For the food safety inspection part, four toxic substances including plasticizers, formaldehyde, dichloromethane, and dimethylformamide, case research and situational simulation were carried out. For the establishment of the food safety inspection method, the data fusion mode is adopted to carry out cross-domain data series applications and construct the “three-level filtering rules” of food safety inspection services, which were used as the method for exploring suspicious manufacturers with food safety issues. For the knowledge map part, in order to gain an insight into various types of chemical substance knowledge, the concept of “chemical substance knowledge map” was employed to classify commercially available products related to clothing, housing, education, music, entertainment in daily life, provide product testing items, testing standards, chemical substance constituents used, and information on the safety of chemical substances in constituents, thereby enabling the public to quickly acquire knowledge related to chemical substances contained in products used in daily life. In terms of education training and advocacy, 32 sessions of ministerial coordination meetings and demand interviews with 508 participants, nine sessions of education training with 402 participants were completed, and 3 session of advocacy meetings with 898 participants were completed, 44 sessions and 1808 participants in total.
